Underqualified Mathematics Teachers Or Out-Of-Field-Teaching In Mathematics In Germany – A Blank Spot In The Research Of Mathematics Education

We intend to present a report on the issue of out-of-field teaching with its cultural specifics in Germany.
First of all, Germany is very complicated with respect to the administrative structures in school education. The situation is in some kind schizophrenic. The admission to become an official schoolteacher is carefully regulated. Prospective teachers should have passed through a university study (for teachers), should have obtained a degree and then passed through preparatory courses for one (or one and half year) and passed again through some kind of examination. Then it depends on the market (and the scores which he had obtained in his examination) to be hired and finally to be engaged with tenure.

On the other side, there is a lack of teachers which are able to teach this subject, hence mathematics has to be taught by not formally qualified teachers. This phenomenon was ignored and tabooed for a long time, meanwhile politics has become aware. In the talk we will present tables of figures and report first initiatives of DZLM, the German national center for mathematics teacher education and professional development.
